ASCI has won the Best Sector Skill Council Award at the 4th ASSOCHAM Skills Summit held on 1st Nov'18 at New Delhi.

Fisheries Skill Advisory Meeting

ASCI organized the Second fisheries skill advisory board meeting at Central Institute of Fisheries Nautical and Engineering Training (CIFNET). The meeting was held to bring forth ideas that would enable relevant, effective and timely achievement of skill development efforts in the fisheries sector.

ASCI & IGNOU join hands for skill upgradation

ASCI has signed a MoU with Indira Gandhi National Open University (IGNOU), New Delhi for conducting Agri skilling programs for IGNOU students.
This is the first collaboration between a SSC under the aegis of Ministry of Skill Development & Entrepreneurship with IGNOU which happens to be world's largest Open University with 3 million students. IGNOU would be conducting Agriculture related skill & assessment programs as per the National Skill Qualification Framework (NSQF).

Agriculture SSC participated in two days Rozgar Mela which was organized by Himachal Pradesh Kaushal Vikas Nigam (HPKVN) at Shimla on 24-25 June 2017. The job roles (in Agri segment) provided by the employers were majorly Micro-irrigation technician and Marketing officer for their Vermi-compost products.
The Rozgar Mela was graced with the presence of Hon'ble Chief Minister of Himachal Pradesh Shri Virbhadra Singh as chief guest and Shri Vikramaditya Singh who is heading HPKVN board as President. Hon'ble chief minister in his speech talked about regional skill development necessities and steps HP government has taken to strengthen the role of HPKVN in skill development and employment identification. Representative of agriculture Industry employer, Sikri Farms was honored by Shri Vikramaditya by offering traditional Himachali Cap on the stage for their good contribution in Rozgar Mela.

ASCI organized series of Skill Competition in Floristry Skills to identify hidden talent and skills among young girls and boys of Champaran, Motihari, and Bihar as part of the Centenary Celebration of Mahatma Gandhi ji's Satyagrah Movement.

Agriculture SSC display was great success as it attracted large no of inquiries on all days and was adjusted best displayed stall in exhibition. The purpose has been to educate farmers about ASCI's role, PMKVY and to reach out to potential training partners about PMKVY scheme.

ASCI takes lead for Poultry Skill Development

New Delhi, July 25

Agriculture Skill Council of India (ASCI) - organized the first Poultry Skill Advisory Meeting which saw participation from the Department of Animal Husbandry, Dairying & Fisheries, ICAR, CPDOs, Veterinary Colleges, and Training Institutes. Discussions were held to channelize the skill development efforts taken up in silos by Government, Industry and the Training Institutions and to work synergistically to bring about the desired outcome in the Poultry sector.

India is the third largest egg and fifth largest poultry meat producer in the world. The structure of India's poultry industry varies from region to region where both organized and traditional systems of poultry farming are followed. While independent and relatively small-scale producers account for the bulk of production, integrated large-scale producers also account for a share of output in some regions.

Shri Sanjay Bhoosreddy , Joint Secretary DAHDF observed that sector is estimated to employ around 1.6 million people due to increasing demand. Whereas 80 percent of the employment is generated directly by the farms, 20 percent is generated in the provision of feed, pharmaceuticals, equipment and other services required by the poultry sector. Additionally, there may be a similar number of people who are engaged in marketing and other channels servicing the sector.

Rural poultry farming is of great importance in a country like India as it not only generates income levels, employment opportunities to small farmers including women but also brings about desired socio-economic change in rural areas which are vital for rural development and rural prosperity.

Dr Satender Arya, CEO, ASCI emphasized on the support and commitment required from various stakeholders in making the sector aspirational to raise the self esteem of people associated with it and curb the rural migration taking the support of various government schemes viz. PMKVY etc. He also deliberated on the development of National Occupational Standards to give a headway to standardized training programs across the nation.

The discussion also highlighted the importance of skilling in achieving global standards related to biosecurity & waste management to promote international mobility.

Given the huge opportunities associated with the sector, Shri Sanjay Bhoosreddy, called for concerted efforts from various stakeholders to bring about the desired change paving the way for enhanced opportunities for the rural youth and boosting the productivity of the nation as a whole.

Discussions were held to channelize the skill development efforts taken up in silos by Government, Industry and the Training Institutions and to work synergistically to bring about the desired outcome in the Farm Mechanization sector.

Agricultural machinery market in India is estimated to grow at a CAGR of over 10 percent during the period 2013-18. Currently, the Indian market is dominated by 1500 micro units, 2500 small scale units and 250 medium sized companies. Although India is the largest manufacturer of tractors in the world, accounting for one-third of the global production, farm mechanization in India is still at a nascent stage, with the average farm power availability in the country lower than in countries such as Korea, Japan and the US.

Currently, rapid urbanization, growing population and growth of other sectors promising employment is impacting the farm productivity. Use of proper equipment can increase the farm productivity by up-to 30 percent and reduce the input cost by about 20 per cent. Given the right focus from various stake holders, farm mechanization has the potential to play a critical role in increasing farm productivity and improving rural employment generation.

Dr. Satender Arya, CEO, ASCI shared an overview of the skill development efforts undertaken by ASCI and the focus of skilling youth and enhancing employment opportunities. He emphasized on the support and commitment required from various stakeholders in making the sector aspirational to raise the self esteem of people associated with it and curb the rural migration taking the support of various government schemes viz. PMKVY, DDUGKY etc. He also deliberated on the development of National Occupational Standards to give a headway to standardized training programs across the nation.

The meeting brought the convergence of industry- CLAAS, Escort, John Deere, Mahindra & Mahindra, New Holland, CNH, TAFE etc which emboldened the launch of skill certified program and deliberated on establishing a pull factor model for the rural youth where the skill development would lead to gainful employment. The discussion also revolved around conducting Skill Gap Study in the Farm Mechanization segment and the requirement of the Training Centres. The industry also thrust on the need of reskilling and upskilling in the sector.

The discussion also highlighted the importance of the entrepreneurship based Job Roles given the sector being highly unorganized.

Given the huge opportunities associated with the sector, Shri Ashwani Kumar, JS- Dept of Agriculture called for concerted efforts from various stakeholders to bring about the desired change paving the way for enhanced opportunities for the rural youth and boosting the productivity of the nation as a whole.

PMKVY training at Rashtrapati Bhawan

A total of 324 Rashtrapati Bhawan employees got certified under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) in Gardener Job Role, as a part of a progamme being implemented by the Ministry of Skill Development and Entrepreneurship. President Pranab Mukherjee met the employees who completed their training at Rashtrapati Bhawan. In all, 1500 employees of Rashtrapati Bhawan have been roped in for the undergoing training under the programme, out of which 900 completed their training and got certified. The job roles include gardeners, drivers, room attendants, housekeeping, electrical works, plumbers, carpenters, painters, security guards, office assistants, data entry operators, cooks and laundry men. ASCI conducted training for Gardener Job Role.

Skill development in the Fisheries Sector: A critical need for the blue revolution

Hyderabad, April 19: The fisheries skill advisory board meeting was held at the National Fisheries Development Board (NFDB) with the initiative of Agriculture Skill Council of India (ASCI). The meeting was held to bring forth ideas that would enable relevant, effective and timely achievement of skill development efforts in the fisheries sector. India is the worl's second largest producer of fish, next only to China, in the area of fish production. Besides being a major source of revenue, fisheries sector is increasingly contributing to nutritional security of the country. With a coastline of 7,517 km, fishing is a major industry in India, employing over 14 million people. In context of the myriad opportunities which the fisheries sector holds, the group deliberated on the need for enhancing the skills of the fisheries workforce. The discussions focused on key aspects crucial for successful skill development in the fisheries sector, viz., prioritization of job roles for skill development, mobilization of resources for skill development , designing of training curriculum for skill development, selection of training partners , monitoring and course correction in skill development efforts.

The meeting was attended by stalwarts from the fisheries sector comprising of senior officials from NFDB, Department of DAHDF, ICAR, FISHCOPFED, ICFE, CIFNET, NIFPHTT, CIFT, CMFRI, CIFA, Fisheries Associations, Sea food exporters association and other industry partners. It also included key officials from Andhra Pradesh state skill development mission. Dr Satender Arya, CEO, ASCI shared an overview of the skill development efforts taken by ASCI and the focus of skilling youth and enhancing employment opportunities. He reemphasized the support and commitment of ASCI to various stakeholders seeking to contribute towards skill development, especially through current government schemes such as PMKVY. Shri KN Kumar (Chief Executive, NFDB) reflected on the need for enhancing the employment opportunities and uplifting the traditional fisher folk families, several of which are living below the poverty line. Shri Aditya Joshi (JS, Department of Animal Husbandry, Dairying & Fisheries) provided an overview of the government's action plan and deep commitment towards revolutionizing skilling in the fisheries sector and contributing to blue revolution. He also highlighted the need for skilling in context of the changes that have happened in fishing equipments required for deep sea fishing, as opposed to traditional machinery and equipment which does not provide maximum yield.

The meeting was concluded with a presentation from the Ernst & Young team involved in the creation of QP-NOS for the fisheries sector based on which skill training can be initiated. According to the advisory board, the deliberations of the group would result in channelizing the efforts and the resources of all stakeholders to create employment opportunities, enhance production and leverage a sector which can prove to be one of the biggest assets in the country's growth story.

Vocational training for women: from gender divide perspective - Surbhi Sachdeva

National skill development councilaims to skill 150M Indians by 2022. Prime Minister Narendra Modi, launched his campaign "Skill India'In July 2015, emphasizing on the need for greater skill development efforts. The renewed and stronger focus on skill development, visible through several government and non-government efforts highlights the growing importance of skill development, especially in today's context. This report tries to address the skill development need for a deeply neglected yet willing segment of the society - rural women. By taking the example of 2 states - Kerala and Assam - it elaborates on the situation, inclination&preferences of the rural women, discusses the emerging insights and suggests implementable solutions. It also emphasizes on developing tailored region specific solutions which take into consideration various demographic and cultural factors.

India witnesses an entrenched gender divide wherein the patriarchal prevalence often subsumes and even neglects the interests of its female population. Despite our struggle to modernise mind-sets and ameliorate the position of women in our country, they continue to be deprived of rudimentary amenities like education, sanitation, safety and most pertinently: a sustainable income. Nearly 70% of India's population qualifies as rural, amongst whom this patriarchal mind-set is all the more prevalent. Though measures like reservations in local governments and SHGs have gone a long way towards the cause of rural women, we are still a long way from equity especially in the economic and employment sphere. According to the 2011 Census of India, the workforce participation rate for females was 25.51% as opposed to the 53.26% for males; hence validating the existence of a lopsided ratio of women who are perhaps bound by household duties and tradition. Given the burgeoning gender disparity and alarming decline in female workforce participation rate, it is important to understand rural women's current education/employment situation and identifyskill development opportunities, given the education, cultural and social constraints.

It is shocking that the problem of unemployment exists amongst the uneducated populace almost as much as it does amongst the educated. 'Disguised unemployment' and 'educated underemployment' are fast-prevailing terms that help us realise that formal education may be a well-suited mission for a younger female demographic, however older women need employment more than they need a degree. Conventionally, education is viewed as a means to achieve employment, but in the current context the means does not necessarily guarantee the end. Ergo at this point, it is fundamental to transcend beyond conventional education into the realm of vocational education in order to empower these women. Furthermore, vocational training acts as an answer to the problems of the educated as well as the uneducated female population. A rural woman's most urgent requirement is to earn a livelihood substantive enough to meet household needs. Learning an income-enhancing/income-generating skill will financially ameliorate these women more effectively and expeditiously than earning a degree. Therefore, vocational education emerges as a highly pragmatic approach to tackling the problem of unemployment and underemployment amongst our chosen demographic.

Assessor Orientation Program Patna

The Assessors Training Programme was organised by ASCI at Hotel Vijay Tej Clarks Inn, Patna on 18 Dec 2015 for one day. The programme was attended by Assessors from Bihar, Jharkhand and west Bengal. Detailed sessions were conducted on PMKVY scheme, Qualification packs, National Occupation Standards in first session and assessment methodology, role of assessors in second half. Third half was spend in interaction, post training assessment and feedback.

The programme was well received and large no of quarries were addressed in satisfactory manner and very clear guideline was given for assessors.

German Agribusiness Alliance and Agriculture Skill Council of India (ASCI) to set up Indo-German Centers of Excellence in Agriculture.

The German Agribusiness Alliance (GAA) and Agriculture Skill Council of India (ASCI) has signed a Memorandum of Understanding (MoU) in a meeting between the Agriculture Ministers from the two countries Mr Christian Schmidt from Germany and Mr Radha Mohan Singh from India, in order to cooperate with each other for the purpose of jointly developing the establishment of "Indo-German Centers of Excellence in Agriculture" aimed at creating a Platform for practical skill development in agriculture in India. The inclusion, participation and funding from the German private sector shall be coordinated by the German Agribusiness Alliance.
The centre of excellence will cover four major areas such crop production (including agricultural machinery/mechanization and postharvest handling) and marketing, horticulture crops management, production and value chain integration, cattle breeding / milk production, procurement and marketing and poultry/egg production.

Mr Joerg Rehbein, spokesman for the German Agribusiness Alliance said, "The prime objective of this collaboration would be to provide practical professional skill training as well as practical demonstrations of modern technologies and methods (capacity building) to various stakeholders of the agriculture development ecosystem." He further added, "With this initiative, we hope to raise awareness on emerging areas of agriculture technologies and their application, and to adopt best skill development practices and concepts from India and Germany." Mr Sanjeev Asthana, chairman, ASCI said, "The proposed Indo-German Centers of Excellence in Agriculture shall provide both short and long-term practical, professional skill training on modern technologies and methods, and organize demonstrations of technological advancements. The activities would target to reach farmers as well as farm workers and wageworkers in agriculture related industries. In addition, the project shall be used to train trainers of certified private or state training providers and facilities. The Centers shall cover different areas of agriculture and shall be set up in co-operation with agriculture institutions".

ASCI organised Train the Trainer Program for Floriculturist Protected Cultivation Job Role at Orissa University of Agriculture and Technology, Bhubaneswar from 4th to 7th of August 2015. The program was organised in association with Directorate of Vocational Education, Bhubaneswar. It was designed to cover all the aspects of the Floriculturist-Protected Cultivation NOS in and also included sessions on Introduction to NOS /QP, Training Delivery and Adult Learning. The technical sessions during the program were covered by Dr. R.H. Dahiya, Director of IHITC, Jaipur.

The programme was inaugurated by Dr. Roshanara Begum, Director of Vocational Education, Bhubaneswar in presence of Dr. A.K. Nayak, Joint Secretary of Government, Department of Higher Education and Mr. Gagan Bihari Dhal, Principal Secretary of Government- Dept. of Higher Education The first day of the Program began with introduction of the participants. The participants were later briefed about work of ASCI and NSDC in the field of skill development. The second half of the day was dedicated to covering aspects of Role of Trainer, Adult Learning Principles. Second day was full of interaction and afternoon flower cultivation and flower auction videos have been shown to participants to make them understand. On third day participants have been taken to Field Visit-Centre of Excellence, Directorate of Horticulture, Bhubaneswar, Odisha. On the fourth day there were session on Post Harvest Management in Floriculture & Health and Safety at Plantation.

Hon'ble Prime Minister launches Skill Development Mission, hopes to make India a hub of skilled manpower

Hon'ble PM, Shri Narendra Modi launched his pet project Skill India Campaign in New Delhi on 15th July on the occasion of the first ever World Youth Skills Day. It also included the launch of the National Skill Development Mission and unveiling of the new National Policy for Skill Development and Entrepreneurship 2015. The launch of the mission assumes significance as 'India currently faces a severe shortage of well-trained, skilled workers. It is estimated that only 2.3% of the workforce in India has undergone formal skill training as compared to 68% in the UK, 75% in Germany, 52% in USA, 80% in Japan and 96% in South Korea. Large sections of the educated workforce have little or no job skills, making them largely unemployable. Therefore, India must focus on scaling up skill training efforts to meet the demands of employers and drive economic growth', the document on the framework of implementation of the National Mission for Skill Development said.
According to the note of implementation, more than 54 percent of the country's population is below the age of 25, allowing it with an opportunity to provide a skilled workforce to fill the expected shortfall in the ageing developed world. The Prime Minister said that while in the 20th century the IITs made a name for themselves globally, now in the 21st century ITIs (Industrial Training Institutes) should acquire global recognition for producing quality skilled manpower.

Workshop on Agriculture Skilling Needs in Punjab

The Hon'ble CM announced two Centres of Excellence to be established by the Joint Partnership of Government of Punjab and Agriculture Skill Council of India a) Low Cost Farm Mechanisation b) Dairying.

Round Table Discussion on Skill Development for Veterinary Para-professionals

A round table discussion was organised on 16th March 2015 in Krishi Bhawan under the aegis of Department of Animal Husbandry, Dairying and Fisheries (DADF) and Agriculture Skill Council of India (ASCI) supported by supported by GALVmed (Global Alliance for Livestock Veterinary Medicine). The discussion was attended by 31 senior officials of DADF and representative of private organizations from various sub-sectors viz. dairy, poultry, small ruminants, animal care, animal welfare, animal health products, academics /training etc.
The participants deliberated on standards for four categories of veterinary para-professionals viz. Veterinary Field Assistant, Veterinary Clinical Assistant, Community Animal Health Worker and Artificial Insemination Technicians. The discussion was structured in 6 broad areas (A) The need for standards in the context of veterinary para-professionals (B) Adopted participatory process of development of NOS / QPs (C) Definition of each of the para-vet category in the light of minor veterinary provision of VCI Act and state notification thereof (D) Relevance and technical inaccuracies. if any in reference to developed NOS/QPs (E) Road map for skilling (F) Participation of private sector.
